The state legislatures should call for a convention to adopt a constitutional amendment to balance the budget. Congress has demonstrated that it will never adopt that amendment on its own.





The minority position is that having the states call for a convention to amend the constitution is a bad idea. We could never limit a convention to just one subject, and who knows what mischief a convention could do to our constitution.
